Labour licence: getting the headcount right

Licence strength is not a formality. Here is how to choose a number that holds up.

What licence strength means A labour licence is granted for a maximum number of workers. Deploying more than the licensed strength is a compliance failure even when everything else is in order.

How to choose the number - Count the peak, not the average — seasonal spikes count - Include everyone deployed at the site, across shifts - Leave headroom if you expect to grow within the licence period

Why over-stating is not free Both the statutory fee and the security deposit usually scale with the licensed strength, so an inflated number costs real money every renewal.

Why under-stating is worse Amending a licence mid-period takes time you may not have when a client is waiting for mobilisation. The cost of a slightly larger licence is almost always lower than the cost of an amendment under pressure.
